According to Article 24 of the Charter, the member governments have delegated the primary responsibility of maintaining international peace and security to the Security Council in order to ensure quick and effective action by the United Nations. The main reason for assigning the primary responsibility of maintaining international peace and security to the Council is that the organization is able to act effectively in this field. In fact, the permanent and non-permanent members have given this council the authority and powers so that if a country wants to endanger international peace and security, act against it with a threat and commit an act of aggression, by means of the powers and authority that this council has, take deterrent action to the aggressor country. According to paragraph 2 of Article 24, the Security Council acts in accordance with the goals and principles of the United Nations in the implementation of the task of maintaining international peace and security. The special powers assigned to the Security Council to perform the aforementioned duties are stated in Chapters 6, 7, 8 and 12 of the United Nations Charter. Therefore, it can be said that one of the pillars of maintaining stability and peace in the world is the existence of the United Nations Security Council, which, through strategic management according to its plans, creates the foundation for peace in the world. Therefore, in this research, this issue will be investigated, what are the powers of the Security Council to carry out these measures and what are the quality and limitations of these powers.
