The topic of the upcoming article is the place of civil responsibility of the government in the cyber space. Since civil responsibility is one of the most important parts of civil rights, this responsibility may occur as a result of the direct or indirect action of the government in its general sense and government employees in a specific sense or persons who act under the will of governments. Currently, many social and welfare services in most countries are provided by the government electronically and online in cyber space. In order to provide these services, as a result of the fault or error of the government and government employees, damage may occur to private individuals, etc., and in case of damage, the issue of the government's responsibility in the cyber space will be realized. In the international arena, governments can engage in cyber warfare, which is an emerging concept in the international arena, through the cyber space, and cause damages to the target government, which may have harmful consequences in the economic, political, military, and... follow. All these issues in the international arena may create international responsibility for the guilty government, which according to international law and custom, the wrongful government will be required to compensate the damage in various ways, including stopping and not repeating obtaining consent and paying compensation. This treatise also tries to examine the responsibility of the government in the cyberspace according to the regulations of international law.
