fa تأثیر جهانی‌شدن بر حاکمیت نظام جمهوری اسلامی ایران The impact of globalization on the governance of the Islamic Republic of Iran عمومى General پژوهشي Research جهانی‌شدن، پدیده‌ای طبیعی است که به‌طورجدی پس از جنگ جهانی دوم و به‌واسطه پیدایش و توسعه سازمان‌های بین‌المللی ازجمله سازمان ملل متحد، استعمارزدایی و نقش‌آفرینی کشورهای تازه ‌استقلال‌یافته، توسعه اقتصاد جهانی و ارتباطات و ظهور کنشگران جدید بین‌المللی همچون شرکت‌های فراملی و سازمان‌های غیردولتی آغاز گردیده بود. این پدیده در عرصه‌های متعددی ازجمله اقتصاد، فرهنگ، سیاست و حقوق را تحت‌تأثیر قرار داده بود. پدیده جهانی‌شدن که باهدف هر چه کم‌رنگ‌تر کردن مرزهای ملی و همسان‌سازی قواعد، مفاهیم و نهادهای ملی حرکت می‌کند، چالش‌هایی را برای کشورها من‌جمله جمهوری اسلامی ایران به دنبال داشت. نوشتار حاضر با روش توصیفی - تحلیلی و باهدف شناخت چالش‌های نظام جمهوری اسلامی ایران در امر جهانی‌شدن، بود. حاکمیت ملی ایران به لحاظ وضعیت ایدئولوژیک نیز از جهانی‌شدن اثراتی را می‌پذیرفت. ایدئولوژی انقلاب اسلامی و شرایط پساانقلابی (غیرعادی بودن نسبت به یک جامعه انقلابی) خودبه‌خود پتانسیل بالایی از تعارض جویی محیط فرهنگی و سیاسی و امنیتی خارجی و به‌ویژه نظام جهانی سرمایه‌داری لیبرال را با خود داشت. این موضوع نه‌تنها نسبت به ‌نظام جهانی سرمایه‌داری لیبرال، بلکه حتی محیط پیرامونی متعارض اعراب و مسلمانان را نیز در مقابل خود داشت. طبعاً در چنین شرایطی، روندهای کلی جهانی‌شدن و هنجارهای فرهنگی، اقتصادی و سیاسی - امنیتی آن، نه در جهت تقویت بنیان‌های ایدئولوژیک حاکمیت ملی، نه خنثی نسبت به آن، بلکه کاملاً در تعارض با آنها بودند. ازاین‌رو، حاکمیت ملی جمهوری اسلامی ایران (اقتدار ملی و استقلال آن) در مقابل جهانی‌شدن آسیب‌پذیر بود.   Globalization is a natural phenomenon that seriously developed after the Second World War due to the emergence and development of international organizations such as the United Nations, decolonization and the role of newly independent countries, the development of the global economy and communications, and the emergence of new international actors such as transnational corporations. And non-governmental organizations had started. This phenomenon had affected many fields such as economy, culture, politics and law. The phenomenon of globalization, which moves with the aim of blurring national borders and homogenizing national rules, concepts and institutions, has created challenges for countries, including the Islamic Republic of Iran. The present article was descriptive-analytical with the aim of understanding the challenges of the Islamic Republic of Iran system in the matter of globalization. Iran's national sovereignty also accepted the effects of globalization in terms of its ideological status. The ideology of the Islamic revolution and the post-revolutionary conditions (abnormality compared to a revolutionary society) automatically had a high potential of conflicting the cultural, political and foreign security environment, especially the global system of liberal capitalism. This issue was not only related to the world system of liberal capitalism, but also the conflicting surrounding environment of Arabs and Muslims. Naturally, in such a situation, the general trends of globalization and its cultural, economic and political-security norms were not in the direction of strengthening the ideological foundations of national sovereignty, nor were they neutral towards it, but were completely in conflict with them.
