The Commission on Article 12 of the Urban Land Law, as a key institution in the legal and urban planning system of Iran, is responsible for identifying the type of land (useful, barren, and unsuitable) and responding to inquiries from various authorities. This institution was established with the aim of protecting property rights, preventing illegal occupations, and providing land for development projects. This study, using a descriptive-analytical method and citing reliable legal and research sources, conducts an in-depth examination of the structure, competencies, legal and executive challenges, and strategies for improving the efficiency of the commission. The results show that despite relative achievements, obstacles such as structural inefficiency, lack of expertise among members, lack of digital infrastructure, and legal ambiguities have limited the performance of this institution. The recommendations of this study focus on structural reforms, digitization of processes, strengthening inter-institutional coordination, and reviewing laws to increase the efficiency and transparency of the commission.
